29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: a) Nelson Pipeline Constructors, Inc located at State Hwy 52 and Silver Birch Rd. Frederick, CO 80514: On and preceding April 25, 2019, the employer did not develop, implement, and/or maintain at the workplace a written hazard communication program that detailed how the employer will meet the elements of the hazard communication standard. Employees work with and around chemicals which include, but are not limited to, Pipe Joint Lubricant and Premalube. The program provided by the employer was built in to a statement of safety policy which had general statements that outlined general responsibilities of supervisors and workers with hazard communication but did not outline how the elements of the standard will be accomplished. This condition exposed employees to chemical hazards.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: a) Nelson Pipeline Constructors, Inc located at State Hwy 52 and Silver Birch Rd. Frederick, CO 80514: On and preceding April 25, 2019, the employer did not ensure that employees were provided training specific to the elements required in a written hazard communication program. Employees work with and around chemicals which include, but are not limited to, Pipe Joint Lubricant and Premalube. The hazard communication program provided by the employer was built in to a statement of safety policy which had general statements that outlined general responsibilities of supervisors and workers with hazard communication. Employee training on hazard communication was inadequate because the employer did not have a written program to base employee training on. This condition exposed employees to chemical hazards.
