Neighbors inspection program as of early May 2019, did not provide sufficiently frequent and regular inspections of the job site at 237W. 4th Street, Kansas City, Missouri, in regard to the framers on the project.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. Worksite located at 237 W. 4th Street, Kansas City, Missouri- Employees were observed working on the edge of the 5th floor and were not protected from falling by the use of any means of fall protection. The Neighbors Construction Company was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(1), which was contained in OSHA inspection number 1124828, citation number 1, item number 3, and was affirmed as a final order on March 17, 2016 with respect to a workplace located at 9565 NW Skyview Road, Kanas City, Missouri.
