29 CFR 1917.26(d)(1): At least one Stokes basket stretcher, or its equivalent, was not available for each vessel being worked: (a) on or about 4/23/2019 and at times prior thereto, dock workers at Pacific Coast Seafood exposed to hypothermia and the hazards of improper rescue after falls into the water in that a stokes basket was not available.
