This condition potentially exposed employees in the ground level storage area to struck-by hazards from building materials and storage items if the load capacity of the overhead working surface was exceeded and collapsed.

An employee used a metal pick ax to puncture steel vehicle fuel tanks to drain unleaded gasoline and diesel fuels. This condition potentially exposed the employee to fire and explosion hazards.
