29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person   Location: 84 Peases Point Way, Edgartown   Employees were exposed to fall hazards up to 13 feet to the ground, struck by hazards, and electrical shock hazards while working on a residential construction project where:  Instances a) Scaffold not designed and inspected by a competent person b) Framing a dormer from a roof without fall protection c) Working on scaffold over 10 feet from the ground without fall protection d) Using Nail Guns without eye protection e) Walking under potential falling objects without head protection  f) Working with electrical splicing devices that are not rated for construction g) Having a stairway without a handrail
