When a cable, other than the cable lead referred to in paragraph (b)(2) of this section, becomes worn to the extent of exposing bare conductors, the portion thus exposed will be protected by means of rubber and friction tape or other equivalent insulation. a) On or about 5/8/2019, the CST280 Miller welder, Serial #MT4802012G: The insulating cover on the ground cable was pulled from the attachment point of the grounding clamp exposing broken and frayed copper wire exposing employee to electrical shock hazard.
