29 CFR 1926.453(b)(2)(iv): Employee(s) were not standing firmly on the floor of the basket, were sitting or climbing on the edge of the basket, or were using planks, ladders, or other devices for a work position:    a.  On or about May 14, 2019, at the above addressed jobsite, an employee was conducting carpentry work from a Genie S-45 telescopic boom aerial lift while standing on the edge of the basket and midrail.  The employee was not wearing a personal fall arrest system, thereby exposing the employee to fall hazards.

29 CFR 1926.453(b)(2)(v): A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift:  Note:  As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system.  The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated:  a. On or about May 14, 2019, at the above addressed jobsite, employees performing carpentry operations from a Genie S-45 telescopic boom aerial lift were not wearing personal fall arrest systems, thereby exposing employees to fall hazards.
