This plan did not explain the emergency procedures which are to be followed in the event of a power failure, equipment failure or other emergencies which may be encountered.       This violation occurred on or about May 15, 2019, at the south notch on the Devon Energy Center, Budget Glass Cleaning, Inc did not develop an emergency action plan to address rescue operations when employees are in a work platform that was swaying uncontrollably due to a sudden updraft and the work platform control panel had been disabled.  This exposed employees fall and struck-by hazards.
