29 CFR 1910.66(e)(9): A written emergency action plan was not developed and implemented for each kind of working platform operation. This plan did not explain the emergency procedures which are to be followed in the event of a power failure, equipment failure or other emergencies which may be encountered.    This violation occurred on or about May 15, 2019 at the south notch on the Devon Energy Center, Hines Property Management did not adequately develop and implement an emergency action plan to address rescue operations when subcontractors employees are in a work platform that was swaying uncontrollably due to a sudden updraft and the work platform control panel had been disabled.  This exposed employees to fall and struck-by hazards.
