29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a) On May 7, 2019, Idaho Youth Ranch, Inc. did not ensure its sub-contractor protected its employees who were exposed to fall hazards of between 13 and 23 feet where no fall protection was used.     b) On May 7, 2019, Idaho Youth Ranch, Inc. employees were exposed to fall hazards of between 13 and 23 feet where no fall protection was used. 29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder.      a) On May 7, 2019, Idaho Youth Ranch, Inc. did not ensure its sub-contractor protected its employees who were exposed to fall hazards of 13 feet while descending a 13 foot tall ladder from a 13 foot tall roof edge, where the ladder was not secured to prevent tipping.    b) On May 7, 2019, Idaho Youth Ranch, Inc. employees were exposed to fall hazards of 13 feet while descending a 13 foot tall ladder from a 13 foot tall roof edge, where the ladder was not secured to prevent tipping.
