29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards:   On or about 29 May 2019, at a worksite located at 1814 Stirling Ln, Montgomery IL, 60538, employees of Solares Roofing LLC. were observed performing residential roofing operations at heights in excess of 9 feet. The employees were not using fall protection. The employer failed to ensure an employee training program specific to fall hazards had been developed and maintained. Employees were thereby exposed to the hazards associated with falls from height.   Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d).

Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system.  On or about 29 May 2019, at a worksite located at 1814 Stirling Ln, Montgomery IL, 60538, employees of Solares Roofing LLC. were observed removing and replacing a roof on a residential structure and were exposed to fall hazards in excess of 9 feet. All employees observed were not wearing fall protection devices. No other form of fall protection was being utilized during this work activity.  Abatement documentation is not required for this item.  The Solares Roofing LLC. was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1298425, citation number 1, item number 2 and was affirmed as a final order on 04/27/2018, with respect to a workplace located at 22337 Misty Falls Circle, Frankfort IL. 60423.
