29 CFR 1926.1101(f)(2)(i): The employer with a work operation covered by the asbestos standard did not ensure that a "competent person" conducted an exposure assessment immediately before or at the initiation of the operation to ascertain expected exposures during that operation or workplace:  On or about May 22nd, 2019, and at times prior thereto, the employer did not ensure that a competent person performed an asbestos exposure assessment before or at the initiation of demolition work to the exterior of the residential jobsite where asbestos was present in transite cement boards at a concentration of 15% by mass, exposing subcontractors to the hazard of inhaling asbestos fibers.

29 CFR 1926.1101(d)(5): As supervisor of the entire project, the general contractor did not ascertain whether the asbestos contractor was in compliance with the asbestos standard, and did not require such contractor to come into compliance with this standard:  On or about May 22nd, 2019, and at times prior thereto, the employer did not ascertain whether the asbestos contractor was in compliance with the asbestos standard, and did not require the contractor to come into compliance with this standard. This condition exposed contractors to the hazard of inhaling asbestos fibers.
