Employees performed clean-up activities at a construction site.  The employer did not ensure that a plan, materials, training or other provisions for prompt medical attention was made prior to the start of its employees work at the site.  A serious injury occurred following a fall from a ladder at the job site.   The employer had not established procedures or provided training for the prompt treatment of the injured worker.  This condition exposed the employee to an inadequate medical treatment hazard.
