29 CFR 1926.20(b)(2): The Employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:    (a) DURO Electric at 16011 Grant St. Thornton, CO 80023: On or before 6/6/19 the exposing employer did not ensure that frequent and regular jobsite inspections were conducted to ensure that employees were protected from injury, in that guard rails were not present on the east side, third floor of the building. Employees were staging equipment and materials within six feet of the edge and were working within six feet of the edge. These conditions exposed subcontractor employees to a fall hazard of 30 feet.
