Brikor Associates Inc directed employees of Mountain Temp Services LLC to perform clean up and other duties at the construction site.  Brikor Associates Inc did not instruct each employee of Mountain Temp Services LLC regarding worksite hazards and methods to protect themselves from such hazards.  This condition exposed workers of Mountain Temp Services LLC to fall hazards, uncontrolled energy hazards, and confined space hazards.

29 CFR 1926.1203(a): Before it began work at a worksite, the employer did not ensure that a competent person identified all confined spaces in which one or more of the employees it directed may have worked, and/or did not identify each space that was a permit space, through consideration and evaluation of the elements of that space, including testing as necessary:  (a)  Brikor Associates Inc, at 602 East Hyman Avenue, Aspen, CO: On or about 5/31/19 and preceding, before it began work at the worksite, Brikor Associates Inc did not ensure that a competent person identified all confined spaces in which one or more of the employees it directed may have worked, and/or did not identify each space that was a permit space, through consideration and evaluation of the elements of that space, including testing as necessary.  Brikor Associates Inc directed two employees of Mountain Temp Services LLC to enter an elevator pit to remove debris.  Brikor Associates Inc did not ensure that a competent person evaluated the confined space to determine if it was a permit required confined space.  This condition potentially exposed workers of Mountain Temp Services LLC to a confined space hazard.
