29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  Construction site: On or about June 7, 2019 employees engaged in residential construction 6 feet above lower levels were not protected fall protection systems, this condition exposed employees to a fall hazard.  Carlos Oropeza was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1205438, citation number 1, item number 3 and was affirmed as a final order on (date), with respect to a workplace located at 801 Carbine, El Paso, TX 79928.

29 CFR 1926.503(c)(3): When inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill, the employer did not retrain the affected employee.  Construction site: On or about June 7, 2019 employees were not retrained when inadequacies in their knowledge of fall protection systems were indicated, this exposed employees to a fall hazard.
