29 CFR 1910.147(c)(6)(i): The employer did not conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard were being followed. On June 3, 2019, at the Milledgeville facility, the employer did not ensure the periodic inspection corrected deficiencies in the procedures in that the magnitudes of energies were not included in the procedures and the inspection did not include all Authorized employees or all procedures on an at least annual basis.

29 CFR 1910.147(c)(7)(i)(A): Authorized employee(s) did not receive training in the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation. On June 3, 2019, at the Milledgeville facility, Affected employees were performing Authorized work at the facility and were not provided training and locks so as to utilize lockout procedures when servicing and maintaining equipment at the facility, including but not limited to the Bruno press and ceiling fans.
