29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided: (a) Employees were exposed to fall hazards when climbing wood-framed walls to access trusses in order to install sheathing. The new home had an eave height of 11 feet. (b) Employees accessed the main floor of this new home 25 inches above the concrete at ground level by walking up and down two unsecured 2x6 boards. NOTE: Abatement certification is NOT required for this item.
