29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided: (a) Employees of a framing subcontractor were exposed to fall hazards when climbing wood-framed walls to access trusses in order to install sheathing. The new home had an eave height of 11 feet. (b) Employees of a framing subcontractor accessed the main floor of this new home 25 inches above the concrete at ground level by walking up and down two unsecured 2x6 boards. NOTE: Abatement certification is NOT required for this item.
