29 CFR 1910.147(c)(2)(i): Where an energy isolating device was not capable of being locked out, the employer's energy control program under 29 CFR 1910.147(c)(1) did not utilize a tagout system: (a) On or about June 19, 2019, Tipton Edger Machine, the employer developed a written energy control procedure for the cleaning, maintenance, changing blades, and other servicing activities. The employer did not implement a tagout system when performing cleaning, unjamming and other maintenance activities. This practice exposed employees to moving machine parts and ingoing nip points created by the moving rollers.

However, supervisors did not enforce the energy control procedure as operators routinely unjammed wood and performed maintenance. This practice exposed employees to moving machine parts and ingoing nip points created by the moving rollers.
