29 CFR 1926.451(f)(3): Scaffolds and scaffold components shall be inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity. On June 26, 2019, located on the north side of a commercial structure, employees were exposed to a fall hazard working from a framed tubular welded framed scaffold system as there were no inspections performed by a competent person prior to the work shift to ensure employees were protected from falling by installing a guardrail system, personal fall arrest system, or end rail systems. Potential fall height measured to be 14'-3".

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Paragraph (g)(2) of this section addresses fall protection for scaffold erectors and dismantlers. On June 26, 2019, located on the north side of a commercial structure, employees were not protected by falling while installing 2 X 4 lumber to the exterior structure working from a tubular welded frame scaffold system. Potential fall height measured to be 14'-3".
