29 CFR 1926.501(b)(1): Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On June 17, 2019 located between Column lines G3/F3 and G4/F4 an employee was hand or hand tool cleaning a 10 foot 6 inch high, 26 foot long by 52 inch wide elevated platforms grating deck/floor intersecting weld sections prior to painting. During the hand or hand tool cleaning associated activity the employee who was not protected by a personal fall arrest / personal fall restraint system or other conventional fall protection system was working from the elevated platforms grating deck/floor adjacent to areas of platforms unprotected sides or edges which were not protected by standards guard rails along one of the 52 inch wide platform ends and along an approximate 71 inch platform side section exposing the employee to a 10 foot 6 inch fall hazard.

29 CFR 1926.502(a)(2): Employers shall provide and install all fall protection systems required by this subpart for an employee, and shall comply with all other pertinent requirements of this subpart before that employee begins the work that necessitates the fall protection. On June 17, 2019 located between Column lines G3/F3 and G4/F4 an employee was hand or hand tool cleaning a 10 foot 6 inch high, 26 foot long by 52 inch wide elevated platforms grating deck/floor intersecting weld sections prior to painting working adjacent to unprotected sides or edges areas of the platform without the employer providing and installing conventional fall protection systems which comply with Subpart M before the employee began work that necessitated such protection exposing the employee to a 10 foot 6 inch fall potential.
