This condition exposed employees to a fall hazard of 20'.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step: (a) 1+1 Construction, LLC at 11591 26th Ave. Aurora, CO 80010: On or before 6/18/19 the creating and exposing employer did not protect employees from injury in that employees used the top step of a step ladder to access the roof of the building. This condition exposed employees to fall hazards.
