29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems: a) St. Mark's Church, 225 N. Market St., Elysburg, PA: Employees were performing work on the roof of the church building at heights of approximately 13 feet and they were not utilizing a means of fall protection, as observed on or about July 3, 2019. Abatement Certification Required.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) St. Mark's Church, 225 N. Market St., Elysburg, PA: The extension ladder being used to access the lower roof entrance canopy did not extend at least 3 feet above the upper landing surface being accessed, as observed on or about July 3, 2019. Rob's General Contracting was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard, which was contained in OSHA inspection number 1147774, citation number 1, item number 1 and was affirmed as a final order on July 5, 2016, with respect to a work place located at 827 Bottle Dr., Paxinos, PA. Abatement Certification Required.
