29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1) and (2):  (a) on or about 7/8/2019 workers engaged in carpentry and remodeling were exposed to falls to a solid surface of more that 5 feet in that the stairs leading to the upper level did not have rails  (b) on or about 7/8/2019 workers engaged in carpentry and remodeling were exposed to falls to a solid surface of more than 6 feet in that they were working on a board which was suspended between 2 ladders with no rails or other type of fall protection.
