29 CFR 1910.178(q)(1): Any power-operated industrial truck not in safe operating condition shall be removed from service. All repairs shall be made by authorized personnel.  U.S. Postal Service:  The speed limit monitoring system on the mules had not been adjusted or maintained to ensure safe operating conditions and operators were unable to determine their speed.  Employees were exposed to struck-by hazards.
