29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. (a): Exterior Scaffold - Employees were exposed to fall hazards of approximately 18 feet when accessing the top scaffold platform without the use of portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface. Employees were accessing the upper platform by directly climbing the scaffold frames, or about June 27, 2019. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).

(a): Exterior Scaffold - Each employee on a scaffold more than 10 feet above a lower level was not protected from falling. Employees were exposed to fall hazards of approximately 18 feet when working on the scaffold without fall protection, or about June 27, 2019. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
