29 CFR 1926.50(c): A person who has a valid certificate in first-aid training was not available at the worksite to render first-aid: On or about July 12, 2019, and at times prior thereto, the employer did not provide a person with a valid certificate in first-aid training available at the asphalt plant exposing employees to hazards associated with lack of medical/first-aid treatment in the case of an accident, injury or illness.
