29 CFR 1910.106(b)(2)(vii)(A): The area surrounding a tank or a group of tanks was not provided with drainage as in subdivision (b) of this subdivision, or was diked as provided in subdivision (c) of this subdivision, to prevent accidental discharge of liquid from endangering adjoining property or reaching waterways. This violation was observed on or about July 14, 2019, at the yard, the employer did not ensure that the above ground storage tank for diesel fuel was diked exposing employees to the hazards of contaminated water and/or property.

29 CFR 1910.106(d)(7)(iii): Open flames and smoking was not prohibited in flammable liquid storage areas. This violation was observed on or about July 14, 2019, in the maintenance building, the employer did not prohibit open flames and smoking in or near flammable liquid storage areas. Cigarette butts littered the floor exposing employees to the hazards of fire/explosion.
