1926.21(b)(2) The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. On or about July 19, 2019, and at times prior thereto, employees performing the task of parking lot striping were subjected to the recognized hazard of excessive heat while performing their duties including, but not limited to picking up traffic cones, striping and laying out the parking lot striping.

29 CFR 1926.50(c): A person who has a valid certificate in first-aid training was not available at the worksite to render first-aid: On July 19, 2019, at the parking lot, where employees were performing the task of parking lot striping were subjected to excessive heat, the employer did not ensure that a certified first aider was available at the worksite to render first aid.
