29 CFR 1910.23(c)(4): Ladder(s) were not used only on stable and level surfaces unless they were secured or stabilized to prevent accidental displacement: Worksite: The ladder used by an employee for painting operations was set up on a inclined surface without being appropriately secured to prevent displacement. On or about July 25, 2019, the ladder was displaced while the employee was performing the above task, and the employee fell approximately 10 feet off the ladder and sustained an injury to the left arm.
