29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction 6 feet (1.8 m) or more above lower levels were not protected from falling by the use of guardrail systems, safety net systems or personal fall arrest systems nor was an alternative fall protection plan which meets the requirements of 1926.502(k) developed and implemented: On or about July 30, 2019, and at times prior thereto, employees were painting the balconies of the residential apartments by utilizing an extension ladder and climbing over the railing for access approximately 27 feet high, exposing employees to a fall hazard.
