29 CFR 1926.20(b)(1): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part.  Swiss Automation at 185 Detroit Street in Cary, Illinois 60013 - On or about July 20, 2019, the employer did not establish a safety and health program for accident prevention.  Frequent and regular inspections of the job sites, materials, and equipment were not conducted by a competent person to ensure safety through hazard identification and correction prior to starting work. An employee was exposed to fall hazards up to 14 feet when working from a scissor lift's platform when the equipment was tipped over by opening of the adjacent overhead garage door in a loading dock area.    Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
