29 CFR 1910.27(a): Scaffolds used in general industry did not meet the requirements in 29 CFR part 1926, subpart L (Scaffolds).  29 CFR 1926.451(c)(2)(iv): Front-end loaders and similar pieces of equipment were used to support scaffold platforms when they were not specifically designed by the manufacturer for such use:  a) On or about the last week in July 2019, employer used Lull 644 Highlander II to lift an employee on a wooden platform/pallet to change the lightbulbs on outside lights and warehouse lights. Notice to the right of the drivers seat in the Lull cab states, "3. The machine is not equipped to lift personnel. Never use this machines as a work platform."
