On or about August 2, 2019, at the above addressed jobsite, an employee working on the ground, below roofing activities, was not wearing a hard hat to protect against falling materials and debris.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems:      a.  On or about August 2, 2019, at the above addressed jobsite, employees performing residential roofing operations on a roof, approximately eighteen (18) feet six (6) inches above the ground, were not protected from falls, thereby exposing employees to fall hazards.
