29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about August 09, 2019, at 194 SW Islewood Avenue, WESTON, FL, 33326, employees were exposed to a fall hazard of 14 feet to ground level while gaining access to a roof of a residential home in construction with a ladder that did not have its side rails extended 3 feet above the upper landing surface of the roof and was not secured to prevent from displacement.
