Such programs would support the employer and employees in identifying and avoiding potential hazards, such as falls during roofing operations, decreasing the probability of employee injury.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards. Noah Yoder Roofing on or about August 15, 2019 at the address of 2 Queen Anne Drive, Norwalk, OH: Two employees were observed installing asphalt shingles to a residential roof, at approximately 18 feet without the benefit of fall protection. The employer did not ensure that a fall protection training program was in place for employees that are exposed to fall hazards over six feet in residential roofing.
