On or about August 23, 2019, in the facility and surrounding property, employees were exposed to contaminated soil which contained but was not limited to polychlorinated biphenyl (PCB), mercury, naphthalene, arsenic, lead and manganese. In addition, employees were exposed to scrap metals which contained but was not limited to copper, iron and aluminum. The employer failed to develop and implement a hazard communication program which informed of employees of the hazards present in the workplace.
