29 CFR 1926.200(g)(2): Traffic control signs or devices used for protection of construction workers did not conform to Part VI of the Manual of Uniform Traffic Control Devices (MUTCD"), 1988 Edition, Revision 3, September 3, 1993, FHWA-SA-94-027 or Part VI of the Manual of Uniform Traffic Control Devices (MUTCD), Millennium Edition, December 2000, FHWA:  Employer did not conform to the requirements set forth in the MUTCD, in the following instances:    a) Northbound Paving Operation - When traffic in both directions used a single lane, provisions were not made for alternate one-way traffic movement through the constricted section of the roadway via methods such as flagger control, flagger transfer, pilot car, traffic control signals, or stop/yield control.  b) Northbound Paving Operation - Hand-signaling device (Stop/Slow Paddle) or flag was not used by an employee stopping and directing vehicular traffic.
