Caution was not exercised when handling off-center loads which could not be centered: (a) On or about August 24, 2019, the employees were in the process of moving unstable loads with a crown, 4500 series (PE4500-80) electric powered lift-jack (EPJ) in close proximity to pedestrians on the loading dock.
