The employer did not meet the elements for proper benching, option (2), for the excavation. This condition was observed on or about August 30, 2019    The Grosso Concrete, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.652(a)(1) which was contained in OSHA inspection number 1378847, citation number 01, item number 002a, and was affirmed as a final order on August 13, 2019, with respect to a workplace located at Dickenson St. and 25th St, Philadelphia, PA.
