29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.     a. Located at 1312 Golfview Lane in Grove City, Ohio: On or about September 5, 2019, the employer did not ensure employees were protected from falls from the second floor. Employees were working at unprotected edges of the second floor, an unprotected stairwell to the basement, and at unprotected window openings, thereby exposing employees to fall hazards up to twenty foot.        Julio Cesar Balvanera-Mejia was previously cited for a violation of this Occupational Safety and Health standard, which was contained in OSHA inspection number 1089784, citation number 1, item number 1 and was affirmed as a final order on 11/24/2015, with respect to a workplace located at 5095 Buttergreen, Lot 267, New Albany, Ohio.
