29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6: a) Coast Guard/New York Sector in Staten Island, NY- Maintenance Shop: The employer did not ensure that stored cylinders containing compressed gasses where secured in order to prevent accidental damage. Compressed gas cylinders containing gases such as nitrogen were stored next to a forklift and were not secured. Condition observed on or about September 11, 2019.

29 CFR 1910.303(g)(1)(ii): The required working space about electric equipment rated 600 volts, nominal, or less to ground, was used for storage: a) Coast Guard/New York Sector in Staten Island, NY- Maintenance Shop: The employer failed to keep free of storage working space in front of electric equipment . Access to electrical panels, which control lights, electrical outlets, and HVAC system was obstructed by the metal cabinet, housekeeping and maintenance tools such as but not limited to brooms and shovels, which were stored in front of the panels, exposing employees to fractures. Condition observed on or about September 11, 2019.
