29 CFR 1926.601(b)(14): All vehicles in use were not checked at the beginning of each shift to assure that the following parts, equipment, and accessories are in safe operating condition and free of apparent damage that could cause failure while in use: steering mechanism; On or about 13 September, 2019 and at times prior thereto, employees were operating dump-truck AT010 with a damaged steering mechanism exposing employees to vehicle collision hazards.

29 CFR 1926.602(d): The employer did not ensure that each employee operating a powered industrial vehicle had been trained and evaluated as required by paragraph 29 CFR 1910.178(l):Note: The requirements applicable to construction work under paragraph (d) of this section are identical to those set forth at paragraph (l) of 29 CFR 1910.178. and as referenced by the note contained in 1926.602(d). On or about 13 Sept, 2019 and at times prior thereto, employees operated dump-trucks without a certification that meets the requirements made in paragraph (l) of standard 29 CFR 1910.178, exposing the employees to vehicle collision hazards.
