29 CFR 1910.107(b)(5)(i): There were no visible gauges, audible alarms or pressure activated devices installed in paint spray booths to indicate or ensure that the required air speed was maintained:     (a)Prince Manufacturing Corporation dba Dakota Mobile Hydraulics at 111 32nd Avenue, Brookings, SD 57006:  On or about and at times prior to September 13, 2019, the employer did not ensure there was visible gauge(s), audible alarm(s) or pressure activated device(s) installed on the paint spray booth. The existing Dwyer manometer was inoperable. This condition exposed the employees to health hazards in event the ventilation ceased working properly.

(a)Prince Manufacturing Corporation dba Dakota Mobile Hydraulics at 111 32nd Avenue, Brookings, SD 57006: On or about and at times prior to September 13, 2019, the employer did not ensure that clear space three feet on all sides was maintained and free. The back of the SBS spray booth was inaccessible due to items being stored directly behind the booth. This condition exposed employees to fire hazards.

29 CFR 1910.107(b)(10): Transparent panels used for illumination of spray booth did not effectively isolate the spraying area from the area in which the lighting units were located:  (a)Prince Manufacturing Corporation, dba Dakota Mobile Hydraulics at 111 32nd Avenue, Brookings, SD 57006: On or about and at times prior to September 13, 2019, the employer did not ensure the light panels used for illumination of the spray booth effectively isolated the spraying area from the area in which the lighting units were located. The lights were not effectively isolated due to three of the lights had covers that were broken. This condition exposed the employees to a fire hazards.

29 CFR 1910.107(e)(4): The withdrawal of flammable liquids or liquids with a flashpoint greater than 199.4 °F (93 °C) from containers and the filling of containers, including portable mixing tanks, was not done only in a suitable mixing room or in a spraying area when the ventilating system was in operation.:  (a)Prince Manufacturing Corporation, dba Dakota Mobile Hydraulics at 111 32nd Avenue, Brookings, SD 57006:  On or about and at times prior to September 13, 2019, the employer did not ensure that paint mixing operations were conducted in a mixing room or in the spray area with appropriate ventilation. Employees mixed paint for spraying on a workbench outside of the ventilated area of the spray booth.  This condition exposed employees to fire hazards associated flammable liquid vapors adjacent to areas where welding operations were taking place.

29 CFR 1910.212(a)(1): One or more methods of machine guarding was not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks.     (a)Prince Manufacturing Corporation dba Dakota Mobile Hydraulics at 111 32nd Avenue, Brookings, SD 57006: On or about and at times prior to September 13, 2019, the employer did not ensure that pneumatic hand held tools using cutoff wheels were effectively guarded. Two handheld pneumatic die grinders were in service on the shop floor and in a maintenance bay with three to four inch abrasive wheels without any blade protection in place.  This condition exposed employees to flying chips and laceration hazards.
