29 CFR 1910.132(a): Protective equipment was not used when necessary whenever hazards capable of causing injury and impairment were encountered:  Worksite located at 4220 Boston Road Bronx, NY:  On or about 9/5/19, the employer failed to provide and ensure proper use of personal protective equipment in two instances:             a) Employees working in areas that may contain flammable vapors/liquids and transferring these materials were not           provided flame-retardant clothing necessary to protect them from burns in the event of flash fires;       b) Employees using an oxy-acetylene torch to remove parts from vehicles did not always wear protective aprons and          sleeves while performing these tasks.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  Worksite located at 4220 Boston Road Bronx, NY:  On or about 9/5/19, the employer did not establish and implement a written hazard communication program for employees who are exposed to various hazardous chemicals including, but not limited to, gasoline, antifreeze, sulfuric acid, brake fluid, acetylene and oxygen as they recycle automobiles. Employees are exposed to these chemicals when disassembling the automobiles using an acetylene torch and removing fluids or fluid-containing parts.
