29 CFR 1903.19(c)(1): Within 10 calendar days after the abatement date, the employer must certify to OSHA (the Agency) that each cited violation has been abated, except as provided in paragraph (c)(2) of this section:  a.  The employer did not furnish the abatement required for citations issued within 10 calendar days for Citation 1 Item 1 nor did they respond to the progress report letter sent December 10, 2019.  b.  The employer did not furnish the abatement required for citations issued within 10 calendar days for Citation 1 Item 2 nor did they respond to the progress report letter sent December 10, 2019.

29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:  a. Site - Subcontractors were not protected from falls of approximately 25 feet while performing roofing work while working from the roof without fall protection and where there was inadequate fall protection.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a. Site - An Aluminum Ladder used by subcontractors to gain access to and from the roof did not extend above the roofs eave.

29 CFR 1926.1053(b)(12): Ladders used where the employee or the ladder could contact exposed energized electrical equipment did not have nonconductive side rails:   a. Site - Subcontractors using a metal ladder to gain access to and from the roof were not protected from electrical shocks and burns when the ladder was placed next to the electric service feed that was not insulated where the wires entered the structure.
