OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees. The employer did not ensure, as recommended in 6D.03-03E, Part VI of the Manual of Uniform Traffic Control Devices (MUTCD), Millenium Edition, December 2000, FHWA, that a competent person had conducted a basic hazard assessment for two-lane, one-way mobile worksites and job classifications required in the activity areas of the two-lane, one-way mobile worksites included in the temporary traffic control plan set forth in the IDOT Notice to Bidders, Specifications and Proposal for Contract No. 68D00
