29 CFR 1910.146(k)(1): An employer who designates rescue and emergency services, pursuant to paragraph (d)(9) of this section, shall evaluate and select rescuers and shall provide rescuers with information and access in accordance with sections (k)(1)(i) through (k)(1)(v) of this section: At a facility located at 3921 Algoma Road, Green Bay, WI 54331; when employees entered the permit-required confined space of the Dryer, the employer decided rescue and emergency services for permit-required confined space entry would be handled by dialing 911. The employer did not evaluate the local fire department's; ability to respond in a timely manner or proficiency and capability at rescue/emergency services. The employer did not inform the local fire department of the hazards they may confront when called to perform a rescue. The employer did not provide the local fire department with access to all permit spaces from which rescue may be necessary.
