29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner:    a.  On or about October 2, 2019, at the above addressed jobsite near the front stairs, an employee was performing carpentry operations from a Bil-Jax mobile scaffold, five (5) feet one (1) inch above the ground, which had casters that were not locked to prevent movement while in a stationary position, an employee sustained injuries from hazards associated with falls.    b.  On or about October 2, 2019, at the above addressed jobsite near the rear of the building, an employee was performing carpentry operations from a Bil-Jax mobile scaffold, approximately five (5) feet above the ground, which had casters that were not locked to prevent movement while in a stationary position, thereby exposing the employee to the hazards associated with falls.
